It is in this precise sense that Lakatos provides a progressive problemshift with respect to the formulations of Duhem. Interestingly, Lakatos (1970, p. 123) attributes the conflation between “proven truth” and “heuristic power” to both W. Whewell and Duhem. According to Lakatos, heuristic power provides the capacity to explain based on verifications, which do not necessarily “prove” a theory.

In the long run, however, verifications are more important, as they are the “crown” of a theory. Actually, Duhem (1914, p. 206) even suggested that in the initial phases the scientist is even free to ignore some of the experimental data (cf. Millikan’s handling of the oil drops, Chapter 7). ” However, with respect to propositions introduced by a theory, they are neither true nor false; they are only convenient or inconvenient.
